- Citizenship/Status: Applicants must be citizens or have refugee status in one of the eligible Commonwealth developing countries, or be recognized as British Protected Persons.
- Residency: Applicants should be permanent residents in a developing Commonwealth nation.
- Academic Achievement: A first degree (or equivalent) with at least an upper second-class honours (2:1) is required. In exceptional cases, a lower qualification coupled with significant professional experience may be acceptable.
