Applicants must be citizens of eligible countries across Asia, the Pacific, Africa, and the Middle East, including:

- Applicants for a Bachelor’s degree must have completed 12 years of education, while Master’s applicants must have completed 16 years
- Master’s degree applicants must be under 45 years of age
- Applicants must submit a Development Impact Plan highlighting how they will contribute to their home country upon completion
